Chief Information Officer

Position Summary:

The Chief Information Officer(CIO) is responsible for all information and data integrity matters of the Corporation. The CIO will report to the President/CEO and work closely with the Executive Team & other stakeholders. S/he will also partner with the Executive Team and the Board of Trustees to develop and drive information technology strategies across the organization critical for cost-effective operations and long-term strategic success. They will lead and coach a staff of technology professionals, creating a high-performing team, and will also lead and coach others in the organization in maximizing efficiency via the use of technology-based systems and processes. They must adapt to a continually evolving environment and thrive in an autonomous and deadline-driven workplace. The CIO is charged with developing and implementing technology-oriented best practices across the organization, and positioning the Corporation as a leader in health care-related technology innovation.

In addition, CIO will effectively lead in areas of information/cybersecurity, analytics, research and development, application of new information systems and technologies to support goals and strategic plans of the Corporation and related services.

Qualifications:

The CIO will be a seasoned and mature leader with at least 5 – 10 years of broad technology and information systems-related experience, ideally beginning in information technology (IT) project management roles, followed by experience developing and managing all facets of IT infrastructures. They must have experience managing IT divisions of complex organizations with a mix of strategic, tactical and service responsibilities. Prior CIO hospital experience is strongly preferred.

The CIO will demonstrate the following experience and attributes:

Education:

  • BS or BA Degree
  • MHA or MBA required

Experience:

  • At least 5-7 years of experience as a CIO or Director of IT for larger hospital; preferably in a comparable
    complex organization with an information services budget of at least $2M.
  • Experience in a senior role, partnering with executive staff, resulting in development and implementation of IT, information management, and business process management strategies.
  • Significant experience in and knowledge of all facets of information services (IS), including systems applications, database administration, financial systems, networks, telecommunications, computer hardware and software, etc.
  • Deep experience in troubleshooting and crisis management.
  • Experience hiring, developing and coaching teams
  • Excellent written and oral communication skills.
  • Demonstrated leadership ability, team management and interpersonal skills.
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.

Primary Duties and Responsibilities:

Strategy and Planning

  • Align Information Services objectives, resources and programs with the organization’s overall vision, strategies and objectives.
  • Lead and/or assist in planning and implementation of all management and reporting systems, including practice management systems, client operations and internal communications.
  • Define, update and manage Information Services strategy and align to Corporation’s Strategic Business Plan.
  • Define Information Services performance metrics based on the organization’s overall objectives; control performance objectives and IS budget.
  • Develop, in concert with other senior leaders forward-looking data models and initiatives that provide insight into the organization’s clinical operations, provision of care, and efficiency.

Management

  • Lead the IS Division, overseeing the management of IT infrastructure, systems, and staff.
  • Recruit, train, and mentor IT professionals, fostering a culture of innovation, continuous learning, and professional development.
  • Define and manage all digital and communications activities within the organization.
  • Plan and manage strategic IS initiatives.
  • Manage IT applications portfolio and Information Services projects.
  • Manage hospital’s Electronic Health Records (EHR); Identify and leverage technology to improve hospital efficiency, patient outcomes, and reduce operational costs while advocating with our EHR vendor for the needs of our rural, critical access hospital.
  • Ensure day-to-day operations of all IS-related functions.
  • Work with CFO to ensure timeliness, accuracy, and usefulness of financial and management reporting for federal, state and local funders, foundations, and hospital’s Board of Trustees.
  • Provides excellent stewardship in the use of Corporation’s resources including money, supplies, and facilities.
  • Develops, implements and refines plans to encourage and require employee’s responsible use of Corporation’s resources.

Service

  • Consolidate & streamline the IT process across the organization.
  • Direct and ensure the responsiveness of data centers, technical service centers, help desks, communications networks (voice and data), and computer systems operations.
  • Evaluate and manage the ratio of in-house and outsourced services in a way that optimizes efficiency, cost, and availability.
  • Establish and maintain strategic service provider partnerships.
  • Define data standards and architectures.
  • Establish a framework for evaluating and assessing the needs for new and existing software and hardware solutions.
  • Manage acquisition of new software and hardware.

Policy and Community Relations

  • Participate in organizational policy development as a member of the Executive team.
  • Develop and enforce IT policies and procedures that promote data security, privacy, and compliance. Lead policy development as it relates to Electronic Health Records (EHR) and other information management and technology-driven health care innovations.
  • Represent the organization from a technology perspective to partners, coalitions, government and community organizations and technology trade groups; play a vocal and visible role.
  • Remain up to date on health care-related technology innovation, and nonprofit and technology-related audit best practices, including HIPAA, HITECH, and other federal, state, and local data protection standards.

Risk Management

  • Align Information Services and IT risk management with organization-wide risk management. • Manage and maintain the integrity of all electronic records of the Corporation.
